About the Agency
With the establishment of Republika Srpska on 9 January 1992, the Law on the National Bank was enacted, by which the National Bank assumed monetary and control function with the aim of preserving financial stability on the territory of the Serbian Republic of Bosnia and Herzegovina.
By adopting the Law on the Banking Agency of Republika Srpska in 1998, the Law on the National Bank of Republika Srpska was repealed, and the operations were transferred to the Banking Agency of Republika Srpska, as the legal successor of the National Bank.
The Agency is an independent financial institution, founded with the aim of preserving and strengthening the stability of the banking system, and improving its safe, quality, and legal operations.
In its operations, the Agency:
- determines and implements activities and measures to preserve and strengthen the stability of the banking system,
- passes regulations governing the operations of banks, microcredit organizations and other financial organizations,
- issues and revokes operating licenses for banks, microcredit organizations and other financial organizations,
- performs off-site and on-site supervision of operations and imposing supervisory measures,
- performs supervision of anti-money laundering and counter-terrorism financing,
- performs supervision of the application of regulations in the area of protecting the rights and interests of financial service users in the banking system,
- initiates and conducts the banks’ resolution procedure,
- represents Republika Srpska at the international level and cooperates with international authorities responsible for the supervision of financial institutions.
In carrying out its operations in accordance with the provisions of the law, the rules of supervision and the profession, the Agency is independent, and the supervision of its operations is carried out by the National Assembly of Republika Srpska.
